An Air Transat Boeing 737-800, registration C-FYQO performing flight TS-845 from Puerto Plata (Dominican Republic) to Toronto,ON (Canada) with 190 people on board, was climbing out of Puerto Plata when the crew could not retract the flaps and stopped the climb at 5000 feet. Unable to move the flaps the crew prepared for a landing with flaps at 5 degrees, declared PAN and landed safely.
